They release new pool party skins every summer. I doubt that will change anytime soon so people just need to be patient and wait until summer to see if the one they wanted was in that batch.

No it doesn't mean champions portrayed on those splashes will also receive the actual skin. They could but it's no guarantee. Every champ can exist in the pool party universe but they might only serve as background characters. Also the white haired champ in PP Fiora splash is actually Ashe

Do keep in mind, Jinx wasn't actually released when that first pool party set was shown. In fact it was kind of a teaser to Jinx.

Honestly the thing is that a lot of these are rather simple designed,I mean Katarina for example just wears a bikini,which is a lot simpler than the skins for pretty much everyone else.

So even if these champs got a pool party skin,it would likely look quite different,they aren't supposed to be future skins,they are just there to be background art(Taric for example looks nothing like his version in the Lee sin splash)

Well it is one of the largest themes in League so far with 14 skins. Plus Zoe coming later this year and who knows what else.

These are less confirmation of other champs getting in PP skins & mess just light teases/cameos of other champs having fun in the background & whatnot. They're mostly just there for the sake of being there. I doubt they were ever intended to be confirmation of future content. I mean PP Ziggs (the 1st one) was released in 2012, yet in almost 6 years the only champs in the splash to get a PP skin was Leona & Renekton.

I'm not saying they will never get PP skins. They all could get PP skins one day. Though, I imagine they would be given a more unique & special design to be skin worthy.
