There are about half a dozen places to change the volume of various parts of League, and I can't keep them straight, so I'm just going to list off a few options for you to try:

Before you click the "Launch" button on the patcher, look for the settings gearbox. I think there's suppose to be a volume control in there somewhere.
After you log in click the settings gearbox. There's a volume control in there.
