That's a great idea!
We usually try to add in new dialog when a character is getting re-worked/re-launched, or if they are central to the story of one of our events, (i.e. - Shurima.) That's mostly to do with issues of scheduling and efficiency. Bringing in a voice actor/actress to record a few lines isn't as awesome as bringing them in to do a hundred new lines.
Trust me, we love having more voiceover for our beloved Champs! We just have to make sure we're making the best use of the actor/actress' time when we do decide to record.

Where could I expect to see such an update? A Ionia lore update perhaps? When might that happen??

Can you comment on champions who have already received a visual rework, like Nidalee, who have very few base lines? It'd be really nice to see a sound rework for some of the early visual reworks who have fine models and animations now, but are sorely lacking in the audio department compared to Twitch and Sion.
I'm not so sold on this recent trend of zillions of lines in the VO, since it seems that -in order for the champion to say them all- the spacing between them has been severely reduced. What I'm trying to point out is that Azir says "Shrurima" about 15 times per minute and Sion is the most talkative zombie I've ever seen, he really seems unable to shuts the fk up.
