Announcer Pack Problems

Hello I just have a simple query about Announcer Packs. Recently I have been trying to figure out how to install an announcer pack to replace the lady the talks on summoners rift. However everywhere I go I am told to go into my League of legends folder and take this directory. (C:\Riot Games\League of Legends\RADS\projects\lol_game_client_en_us\managedfiles\0.0.0.242\DATA\Sounds\Wwise\VO\en_US\Shared) and then replace the "Announcer_Global_Female1_VO_audio.wpk." with the announcer download. Well here is my problem. There is nothing in this folder! I have already confirmed there are no hidden files or folders in this folder so there is nothing to replace. That strikes the question. Where is the sound files for the announcer coming from? And how do I change it! I have also used programs such as "agent Ransak" to try to find this exact file in my league of legends folder and have still found nothing! Am I going crazy or is anyone else having this problem. Any comment regarding this issue would be greatly appreciated. Thank you.
