League of Legends is full of startling, loud sounds.

Those are the best sounds .
I have to concur that Rek'sai's (and also include Sion's) global ult sounds are OP, relative to other in-game sounds.
The other issues have no bearing on the game itself and can be adjusted with client volume controls. But yes, menu sounds originating from different time periods have vastly different loudness; the newer, the louder.
I actually really love the sounds you listed, they add immersion. If the sounds hurt you it could be the headphones, I know the headphones company is supposed to monitor the sound frequency because a certain frequency hurts the customer.
For example; Before I owned a gaming headset and when it was on the max setting it hurts my ears when certain sounds are played. Later it broke and I had to buy another one. Turns out, they reduced the frequency to a lower level so it wouldn't hurt the customer's ears. Now I can listen to stuff at full volume and it won't be painful.
