When did Riot add all the Unused quotes in?

Hello everyone, I was just curious about when Riot added in a bunch of the unused quotes into the game. I played Thresh earlier and I heard him say "Hook line and sinker," when I hooked the enemy Naut. That wasn't an in game quote last I checked and it's the first time I've heard it out side of sound files.
