So thresh is getting a blood skin, what about Arc Light?

Hey, a long time ago there was a thread about Thresh getting an arc light skin, it looked amazing and the people went crazy over it, also a staff member of Riot said he'd shown it to the skins team. Since Blood thresh is in PBE and what not, does this mean that Arc Light Thresh is in the workings?
