The smeargle of league of legends

I have the greatest idea for the MOST WEIRD champion of any moba. The pokemon smeargle is statistically weak. Bad defense, bad attack, bad speed. So what makes it so good? It can learn every single move in the game which makes it highly competitive. So the smeargle of LoL will be statistically weak and be able to have ANY skill of ANY other champion. Imagine having E with Q and R. Of course the champion can't be op because it would have average attack and defence. As for its design, smeargle is considered the ''artist pokemon'' so this champion could be some kind of artist who draws every skill with his pencil/paintbrush.

Idk...this could very easily be a permanently instant pick/ban champion seeing how it'd be a perfect counter to literally any team comp they have.

I had a similar idea, my idea was that they could use their q, w, and e to copy the ability of an allied champion, and their ult was to transform fully into that champion, giving them base stats and non-ultimate abilities but keeping items. Of course, it would probably still work, maybe even work better, if the ult was a copy as well. So, basically, you would want to pick allies with strong abilities that synergize well. Imagine Vayne Q, Gnar W, Lucian E, and Kassadin Ult. You have a ton of mobility. Or maybe Morgana Q, Swain E, and Varus Ult. Root enemies forever. And, gamechanging ultimates could be used twice as often. You could mix and match different team comps and have tons of fun.
