Minion Controlling Champion

It will be very interesting if there was champion who would be able to control/create minions.

Imagine champion who's ult/R kills every minion on the lane (where champ is standing) and stops enemy minions from spawning on this lane for some time (1 min or something, gameplay will show us good time). This will give great advantage to push the lane, however when using this ult you're kind of saying no to the farm (So we don't have OP ult). As a result, both team will be focused on 1 lane and game will become more intense and extraordinary.

Hope you like this idea, it needs work but as a concept it will be innovation and interesting.
