How should they re-release Grey Warwick skin if they do want to make it available to the public?

For those who don't know what the Grey Warwick skin is, it was a rather mediocre skin in the past that was only obtainable from the Referral system back in the days. But after the rework of Warwick, it received a rather big overhaul to it.

And in my opinion? This skin looks very cool now. The only problem was that because it was so mediocre of a skin back then, not many cared to bother for it. So only a few people now owns this. Just recently Riot had answered on a "Ask Riot" about this matter.

If they do re-release this, however, I think they should honestly revamp it more and make it a Legendary or perhaps a Hextech Crafting skin.

I would like it if they do make it into a Hextech Crafting skin for the sake of its rarity. Yes, this is going to make it more or less all based on luck, but it may anger those who currently owns it if it were to be made into a Legendary and loses its rarity.
