This kit concept uses the newly leaked drowsy + sleep CC. I assume this CC works in such a way that it is canceled early if the debuff target takes damage above a threshold (probably something like 1% of their maximum health in 1 second). https://www.youtube.com/watch?v=2G1Gy7xBsjE

#(P) Dream Catcher Range: 1400 Weilon harvests the dreams of any nearby champions who are asleep, stunned, feared, or suppressed, collecting 1 Dream per second per champion. For every 10 Dreams accumulated, Weilon binds a Reverie to serve him. Weilon may have up to 8 Reveries bound at a time.

[Harvesting dreams applies to CC on enemy and allied champions, including Weilon. Can harvest fractions of a dream, but the interface rounds-down to only display whole integers. Whenever a full dream is accumulated, Weilon sees a small particle flow into his Watcher eye from the source champion. Reveries look like small wisps, orbiting and hovering around Weilon in eccentric paths.]

#(Q) Enthrall Cost: 70 Mana Cooldown: 12/11/10/9/8 Seconds Range: 800 Weilon launches a cone-shaped wave which stuns opponents for 0.5 seconds and deals 50/90/130/170/210 (+0.3 AP) magic damage. If the wave strikes an enemy champion and Weilon controls at least one Reverie, a Reverie transforms into a Nightmare and relentlessly pursues the nearest targeted champion until the Nightmare or its target dies. Damage and CC inflicted by Enthrall and Weilon's Nightmares will not cause sleeping targets to awaken. Nightmares first attack against a non-sleeping target will fear them for 0.5 seconds.
Nightmares deal 30 (+0.1 AP) Magic Damage per attack. Nightmare Health: 100/125/150/175/200 (+50% AP +20% Max-Health) Nightmare Attack Speed: 0.6/0.7/0.8/0.9/1.0 (+0.01 per 10 AP)

[Weilon may not have more than 3 Nightmares summoned at a time. This ability is quite weak without being empowered by a reverie in order to summon a nightmare. For this reason, Weilon is not much of an offensive threat if he has run out of reveries.]


#(W) Dream Walk / Awakening Cost: 80 Mana Cooldown: 33 Seconds Weilon enters a Dream Walking trance, becoming drowsy for 0.5 seconds and then falling asleep for up to 60 seconds and gaining control of a Dream Visage. Weilon's Dream Visage has 50/100/150/200/250 Bonus Movement Speed and has true vision of nearby units within 400/550/700/850/1000 range.
Dream Walk will end if Weilon exits sleep or if the Dream Visage travels more than 15,000 units range from Weilon. When Dream Walk ends, is canceled, or re-cast, Weilon performs Awakening, removing crowd-control effects from himself and allied champions within a 500 radius range. Casting this ability while under CC from any source will activate Awakening.

[Dream Walking counts as sleep for the purpose of Weilon's Dream Catcher passive, so this ability may be used to generate Weilon's Dream resource. The main purpose of Dream Walking is to allow Weilon to scout for his team. Weilon cannot interact with his environment while Dream Walking, but his Dream Visage does provide true vision nearby, so it can be used to help clear invisible traps/wards with help from an ally. Dream Walk can also be cast predictively or reactively in order to remove CC via Awakening. His Dream Visage looks like a faint, ghostly outline of himself, with his Watcher Eye showing vividly.]


#(E) Tranquility Cost: 100 Mana Cooldown: 18 Seconds Weilon creates a 500 radius zone surrounding Weilon, lasting 3 seconds. Allies within the area regenerate 3/3.5/4/4.5/5% (+.01% per AP) of their missing health per second. If Weilon controls at least one Reverie, a Reverie transforms into a Wonder and enhances the Tranquility zone. Enhanced Tranquility zones last an additional 2 seconds and enemies become drowsy while inside the zone and fall asleep after being drowsy for 1 second. The sleep debuff from Tranquility will end 0.5 seconds after Tranquility ends or the opponent has left the zone.

[If Weilon is able to get in range of an opponent to apply the drowsy debuff zone from enhanced Tranquility, he can use Enthrall in combination to help lock them down long enough to cause them to fall asleep. Weilon lacks mobility, so the sleep effect is probably best used defensively against opponents diving near Weilon. This effect can potentially lock an opponent down for a long time, but Weilon needs to put himself in some danger by staying near the locked down opponent in order to keep them asleep, and sleep CC is interrupted if the opponent takes damage from allies. Weilon lacks significant damage, so his opponents' allies can drive Weilon away to release their teammates.]


#(R) Dreamscape Cost: 100 Mana Cooldown: 200/180/160 Seconds Range: 1500 Weilon creates a 3200 diameter zone which causes Weilon and all enemy champions within the zone to instantly fall asleep for up to 12 seconds. While alseep within the Dreamscape zone, players control dream visages of their champions which can only affect other dream visages and Nightmares summoned by Weilon. Dream visages cannot leave the Dreamscape zone. Weilon's dream visage takes 60/70/80% reduced damage from enemy dream visages. When Dreamscape's sleep ends on an enemy champion, they take 50/75/100% of their dream visage's missing health as magic damage. If an enemy dream visage dies, their champion's sleep ends early. If Weilon's dream visage dies or he is woken from sleep, the Dreamscape zone dispells and all champions exit sleep early.


Kit Summary: Weilon kit offers long-lasting but very conditional CC outside of his long CD ultimate. Weilon must play very strategically in order to properly utilize his strengths, because he lacks significant damage and mobility. Weilon's longest CCs are Sleep effects, which are interrupted by enemies taking damage (Weilon's Q damage is a special exception), which means that opponents cannot simply be blown up while CC locked. Instead of simply killing sleeping opponents, Weilon's teammates need to use the CC time to set up for a fight or to move to an objective. In the case of Weilon's ultimate, the cooldown is extremely long and if even one opponent is not captured in the Dreamscape or if they awake, they are able to free their teammates by waking Weilon. Killing Weilon's visage in the Dreamscape also ends the Dreamscape, so if he does trap the entire enemy team, they should be able to focus him down in the dream in order to escape early. Simply engaging with Weilon's ultimate would likely be underwhelming, as follow-up damage from Weilon's team would wake the sleeping enemies. Weilon and his teammates need to think about how to best maximize his utility in different scenarios.

In general, while I do think that Weilon's strengths would be very powerful in the hands of a clever team, I think that his lack of damage and mobility combined with the conditional nature of his CC create a fairly balanced champion. Weilon's longer CCs can be played around with teamwork, by respecting Weilon's space, or by playing around Weilon's reverie resource. It's worth mentioning that death is the strongest CC, as death timers are long and kills reward gold, so Weilon's long but conditional sleep effects seem less oppressive when compared to other champions' kill potential.

When playing as Weilon, using teamwork and map awareness are even more important than when playing some other champions. If you CC an opponent, but your teammates are unable to use the time to set up for a better fight, or the enemy has free teammates nearby to release their allies, then you probably won't accomplish much. Managing reveries is important, as they greatly enhance Weilon's Q and E, and recharging reveries with W takes quite a lot of time. Weilon's enhanced Q + E combo takes 2 reveries, which equals 20 seconds of CC worth of dreams. While Weilon is very immobile, his W does expand his area of influence and makes him feel more mobile, since his dream visage can scout quickly and effectively to provide his team vision. When Weilon runs out of Reveries, he will probably want to take a break to go Dream Walking and find wards for his teammates to help him clear. Trapping large numbers of enemies in his Dreamscape does result in him gaining a decent influx of dreams for the duration.

Because of Weilon's utility nature and lack of damage, I expect he would be played as a support champion. I expect that he would build a mixture of tank, utility, and AP itemization.

I am not sure what would be the most effective build on Weilon, as it would probably really depend on team compositions.

I can imagine him using a tank build: item 3047 item 2303 item 3800 item 3107 item 3065 item 3143

Or a more AP+Healer oriented build: item 3047 item 2301 item 3107 item 3504 item 3065 item 3143

He will probably always want to be at least somewhat tanky so that he doesn't get 1-shot assassinated while he is distracted by Dream Walking and so that his dream visage can survive while trapping enemies in his Dreamscape. His AP ratios are not really fantastic, though they might be decent if he is healing a tank with a lot of missing health or if he has nightmares summoned.
