Release a 'thief/spy' champion

I have a lot of concepts and, to be totally honest, some of my concepts have been similar to what Riot made into champions at a later date. I am of course not trying to claim creation of anything at all, but just that, in some ways, I have ideas akin to that which Riot artists seem to have.
So I guess I have that going for me.
One champion I have recently been playing around with is a Mouse Fencer that uses a ball of yarn and a sewing needle sword to set up elaborate traps for the enemy by kiting and leaving behind yarn, but then the one I want to talk about on this post, a thief/spy champion.
I don't have a kit nailed down yet, but in essence the character would be a thief or spy for hire, perhaps an ex-assassin that was tired of spilling blood but didn't want out of the business all together. Another concept of him in my head is a 'beggar' on the streets of zaun or piltover -- a regular Victorian England pickpocket with some upgrades.
In his kit, he'd be all about stealing stats from the opponent and bringing in extra gold, as well as crowd control since he's more of a runner than a fighter. One part of his kit in particular would be either a stealth or a dash in which he 'picks the enemies pocket' and if they cannot do enough damage to him in time, he temporarily steals a fixed amount of a stat from them. He would not gain that stat and the debuff would wear off similarly to illaoi, possibly going back to base to pick up a conceptual new item, 'Wanted Poster.' If you buy and use these equal to his ultimates rank, he would be 'caught' and the stats returned.
In my head, it would go a little something like this. Let's call him Thief for now and assume he is capable of jungling or roaming as a support.
Thief ganks top lane and does his Q dash into an enemy tryndamere. Thief gets away without sustaining enough damage or applying enough stacks (Think of a counter like a Braum passive on Thief -- you must do this many auto attacks or damage to make him drop his loot), and Tryndamere sustains the debuff of minus (10/20/30/40/50?) AD. Not massive late game, but meaningful in the early and mid game. Tryndamere must now ride out a weaker laning phase or must push this wave the best he can and return to base to buy a wanted poster. To prevent it from taking up a slot, it would act as a buff and would likely give you a right click option on any of your towers to 'distribute' the poster. At that point, a small period of time would pass to give 'the police a chance to track down Thief lore wise and your stolen stats would be returned with some sort of particle effect.
Additionally, as this sounds like a support character more and more, a speed buff returning down a lane or across the river sounds like a skill, as does being a courier for your ADC or any lane that you are assisting. How this would work, I believe, is another ability would 'bind' you to a character similarly to how Zeke's Harbinger works and that character could access a special, miniature window in the shop for the duration of that binding. Thief would then go to the shop for you (Whether or not he's allowed to recall or do this on foot, I'm not sure.) But he would fulfill the order and retrieve the item for you which he would have to deliver back to that same character mechanically. Upon delivering the item in this way, Thief would charge that character a small fee for his services (This would be to balance out the 'I never have to leave lane' thing) and go about his business, that ability then on cooldown and the link completed.

EDIT - He certainly could be from Bilgewater or have that be his first skin -- lotsa thieving happens in Bilgewater.
