Help me understand who gets a skin

I enjoy Ashe as a champion, her skins, and overall game-play. The only thing that just doesn't work for Ashe is her relationship to twirling, raging idiot. That said, she has so many awesome skins including the newest Cosmic Queen.

Meanwhile, we have Quinn, whom I also enjoy a ton has been starving for a good skin. I could only imagine how awesome a cosmic style skin would look on her. Instead, I have to really debate which of many Ashe skin I want for every game (I have all her skins), but I have one OKAY skin for Quinn (Woad is decent). I cannot purchase any other skin because they just look cheap or in the case of the heartseeker skin, very awkward.

Do Quinn skins not make Riot money or is Riot not making money because Quinn skins look bad?

While I am partial to Quinn, I am certain other mains scratch their head when a select few characters seem to get a lot of skins with new effects/ animations, (for Marks being Caitlyn, Ashe, EZ) while their champ get left starved for graphical eye candy (I'm sure Karthas mains would love to see a cosmic/ galactic/ mecha/ project style skin)

The thing is, Riot usually gives a lot of skins to popular champs to gain more money from them. Can't really criticize that as Riot is still a business that needs to make money. So if you see champs like Garen, Lee, and Yasuo, they all have a fair number of skins. Contrast that to champs like Illaoi, Ivern, etc. Basically, no one plays them almost. Also generally if a champ recently was released or got a skin, they won't receive another. Hope this clears up a few things.

I can explain Ashe. Tryndamere is the self-insert of Riot CEO Marc Merrill, and Ashe of his wife. This is why they have the relationship they do, and also likely why they both get a lot of skins. (This is probably also why Tryndamere has never seen a meaningful nerf/rework, but that's just conjecture.)

Thanks for the information. It is helpful. I assumed champ popularity is a reason and my particular champ (quinn) does have skins. Just none of the cool ones, for some reason she gets the corny ones not the futuristic ones.
