Rune chests

I think it would be great if players could get runes shards in chest costing blue essence to forge into a rune and being able to reroll them. This would help players that have all champions but haven't gotten all of the runes and just players in general.

Also because there are already so many things costing orange essence while players with all champions have an excess amount giving them something to put that towards.
