(Champion Concept) Meizar - The Horror

Inspired by all those horror villains and Thresh, I tried to have a go at a champion that could put fear into the hearts of the enemy team. I've had a lot of ideas in my head and I wanted to have a go at it.

Anyway, this is my first submission so I hope you can read and review. Constructive feedback is helpful and fun.

I'll be updating this from time to time to balance it out as much as possible.

Primary Role - Fighter Secondary Role - Tank

(Please forgive me on these terrible names. Names aren't what i focused on, I focused my attention on the abilities.)

Passive - Start Running

-At the UI (similar to Kindred) Meizar can select an enemy champion as his next Victim. When within a close range of his Victim (about 400 units), he gains bonus 20 (increased to 35/50/65 at levels 6/11/16) Armour and MR, 25% tenacity 15% movement speed towards the marked target and deals an additional 7% (increased to 8/9/10% at levels 6/11/16) against his Victim.

-Cannot choose a dead champion as a Victim until they respawn -Upon the death of his Victim, Meizar can choose another Victim after a 10 sec delay -Cannot choose the same victim for 180 seconds after killing them

Cooldown - 90 seconds (to choose another victim) Range (to choose) - Global range

Q - Merciless

-Empowers his next auto-attack to deal an additional 25/45/65/85/105 (+0.25 total AD) (+additional damage increased by 1% per 1% of enemy's missing health) physical damage. -If Meizar kills a unit with Merciless, he restores 10/20/30/40/50 (+ 4% of maximum health) hp. -Killing a champion doubles the heal.

Max damage vs. neutral monsters at 300.

Mana Cost - 45/45/45/45/45 mana Cooldown - 10/9/8/7/6 seconds

W - No Escape

-Meizar slams his weapon with great strength, hitting all units in a line. Deals 75/100/125/150/175 (+ 0.3 total AD) physical damage plus an additional 6/7/8/9/10% (Max 400 damage vs neutral monsters) of the target's max health that bleeds and slows them by 40% over the course of 3 seconds.
-Non-champion unit take 75% of total damage.

During this time, Meizar gains true vision of the champion, unless the champion was stealthed before taking damage.

Mana Cost - 60/65/70/85/90 mana Cooldown - 16/15/14/13/12 seconds Range - 550 units Projectile Speed - 1300 (same as Nidalee's Javelin Toss)

E - Behind You

-Meizar dashes a short distance (able to pass through terrain) and gains 30% movement speed for 1 second. -If Meizar dashed into range of a Victim, he can re-cast the ability once more without any mana cost within 4 seconds and the speed buff is refreshed. -Meizar is untargetable and invulnerable for the duration of the second dash (0.5 seconds).

Mana Cost - 45/55/65/75/85 mana Cooldown - 15/14/13/12/11 seconds Range - 425 units

R - All Alone

-Meizar casts a vision reducing debuff on an enemy champion and marks them as his new Victim for the next 2.5/3/3.5 seconds. -All Alone silences the target for 0.5 seconds -The target is slowed by 40%, their bonus Armour and MR is reduced by 50%. -During this time, range of his Victim is increased (to about 900 units). -If Meizar is unable to get any kills/assists on the Victim during this time, his Victims become fearless (loses the Victim status) and he cannot choose another Victim for 25 seconds.

Mana Cost - 100/100/100 Cooldown - 150/125/100 seconds Range - 850 units

So basically, this guy is scary. Scary in that he's after you, scary in that your're friends can't stop him and they're barely slowing him down. When he goes into a bush, you don't know if he will jump you with his E and lay down the beatings. No hard CC from this guy, it's not what he does. He would rather CC you with death, then move on to the next person.

With his passive, I'd imagine him to be a lane bully. By being on top of a Victim, Meizar gains bonuses to shrug off a decent amount of punishment and CC thrown at him to continue chasing his Victim. The extra damage he gains Against Victims will help secure his lane dominance.

Using his Q, Meizar can sustain himself through the laning phase, last hit and win those close 1v1's.

W is to slow the enemy who was foolish enough to fight.The slow and vision allows him to easily chase the straggling foe to finish with a nice Q.

E allows him to walk in and out of a fight. By E'ing into range of a Victim, there is enough time to land his abilities and walk right out. It can be used to dodge skillshots, cross terrain, or commit to a chase, always being one step ahead - or behind the Victim, all without being another Fizz troll pole.

But fear is fear and fear is what I want this character to work with, especially when he ults. The point of the ult is to cause whoever is ulted to be afraid of what's going on around them. If they're alone, it's a feeling of 'what's going to happen to me, where is he coming from?' When they're with their team it's more of 'what's happening out there?' As in many horror movies, all they can hope to do is maybe run and survive, all while not knowing what's happening to the world around them. Meizar can choose to ult the frontlines, leaving them confused as to where to land their abilities. If he casts on the carries, they won't be able to properly target anybody and it'll be up to the team to protect them and hold off the assault. Yet even with this massive ult, hope is not lost. Should they survive, Meizar could find himself in a tight spot as he is without the bonuses of his passive to march on through. A smart, efficient killer like Meizar should know who is the best target in a given situation to gain the maximum benefits and bloodshed.
