Is riot finally taking after fan made content? (explanation included)

Cutting to the point, I was watching "Top 5 OP Fan Champions" by Jeremy gaming curios and then came a point in the video (2:15) where I saw the Q ability concept of a fan made champion known as Ivaara. The ability both looks and functions similarly to the new Aatrox rework Q. Riot could possibly be starting, or so I think, to use fan made content/ideas; which is great. Riot recently have been making very interesting and unique champions/reworks so I do not want to say its necessary for them but I believe they can drag a lot of inspiration from fan made content and make overall better creations.
