Blood Moon skins
How come we don't have a skin for the obvious champs? I'm talking about 
who is all about the moon and 
who is all about that blood. Wouldn't it make sense for these two to get Blood Moon skins?

Probably because they are a little too obvious.
Obvious is too Obvious
and at the time when the skins would make sense for a release, the champions aren't popular enough to get that attention.
