Guys please add gifting already owned skins to friends possible it will be very awsome like i have a skin that my friend is trying to have would be nice to give it to him it just would be awsome

Wont Happen. It would Spawn illegal Trading platforms on the Internet where people sell skins for money. Also Riot would make less money
