Annie Mini Rework Idea

So this is just a weird little idea I came up with, giving Annie 3 changes. The first is to give her ult a cast time, roughly .5-.75 seconds (maybe have her throw stuffed Tibbers) to give a chance to damage the burst, but then buff Tibbers when he's out. The second is to give her e a short range damage aura (that also applies on Tibbers). The third, which is the big one, is to tweak her passive so that at x stacks, her next ability marks enemies it hits once for a few seconds, burning them for some amount and having Annie's next spell that hits them be a stun.

The ult change is the most simple. Tibbers right now feels like a stun/burst bomb with a little bit of lingering damage and siege power. It's very hard to dodge and unpleasant to play against, and feels weak after the actual burst. I'd like to see the giant fire bear get some love, while making the ability feel less oppressive, but still keeping it simple.

The passive change is mainly to give her passive some counter play, as she counters some champs too hard and feels a bit dull in team fights. If she needs two abilities to land the stun, she would have to risk getting close to the enemy team to land multiple stuns, otherwise she'd only be able to get maybe two after hitting multiple champs with w, then using q. Giving her e a damage aura would allow her to mark champs close to her, or pop the mark for the stun by putting her self at risk.

As for Tibbers and the passive, I'm thinking he should be able to mark enemies with his summoning or Annie's e, but only pop the mark with an auto attack (or not at all, or only pop the mark and not place it), or get some kind of bonus against marked enemies. Basically, I'd like Tibbers to have more interaction with Annie than an aoe instant cast stun followed by a mini Victor ult, but not load too much of her kit on her ult or turn her into a pet mage (as much as I'd love one of those, Annie shouldn't be reworked into one).

Anyways, this was just a little idea I had on how to make Annie be less outright oppressive, but have potential for bigger plays than before, while still keeping her easy to pick up and play. I don't know if the idea would work or is any good, and would like to know what you think about it.
