I've been thinking for a while now about how underwhelming and out of place death surge is in Sion's kit, not only does it not make sense for someone who thematically is even stronger while dying but it simply doesn't belong on a tank. Why in gods name would you have an ability to give mobility on the guy who "With his dying breath, choked Jarvan I to death." With that said, I have come up with a far better concept that would thematically and from a gameplay perspective suit him in my opinion.

Passive: Glory in Death

Sion starts to bleed out rapidly, taking 5% of his health as true damage every half second and becoming immune to all forms of heals or shields. Sion gains 5 extra movement speed per 5% health missing and his basic attacks grant him 20% lifesteal. All of Sion's abilities are replaced with Final Stand.

Final Stand - Sion can target an enemy champion (and only an enemy champion) to lift them up and begin choking them. The duration of this effect lasts until Sion dies and the target takes 25 + 15% of Sion's base AD per second as physical damage and applying on hit effects every tick. While being choked, the target is suppressed and at the end of the effect they are slowed by 40% for 1.5 seconds. While Sion is using this ability it can be interrupted with silences, hard cc, and his bleeding increases to 10% every half second.

The concept here is very thematic, however I'd think this is too high powerlevel to easily be put inside his kit, it's hard to tune off numbers and unfun to play against, I feel. On top of that, it'd push Sion more into teamfighting than he is right now, by giving him another CC regardless how long you can stay at the target. You'd go from 'peel Sion away from the armorless guys' to 'use everything on Sion so he can't hold the adc/mage/Carry in place for a moment/slow him with his passive ability' because you'd risk getting him oblitterated (half a second is already a long time in team fights right now when it comes to positioning/getting CC'd).

It'd also shrink his wide build diversity for no reason, if you want a strong passive you have to shift the power budget in your items. Like this, or that. Certain builds enhance certain aspects of Sion's kit, with no build being massively more powerful than all the others (but tank is the easiest to play by far, so difficulty-to-power is highest here easily). It's his current exact kit that makes Sion so versitile, we have people in plat+ going Fulltank, Offtank (Abyssal/Titanic, either direction), Item-CDR, AD-Lethailty, AD-Crit, AP...with what we've seen in Meddler's posts and the kit of Kai'Sa, Riot likes going back into that direction wherever possible. I'd certainly agree on that being a good thing.

However, one one thing I have to agree with you; It does feel weird when Noxus greatest undead warrior punches away at a target with armor but doesn't even deal any valuable, is disregarded as a threat and disrespected by dancing and laughing at him while standing still and Sion dying. However that is a whole different topic and Sion's AD playstyle doesn't really need buffs right now, and unless the nerfs target something very wierd and not the E waveclear, armor should just remain as the natural counter to this playstyle anyway. It's not like the ADC's I usually face are smart enough to just build tabi or GA to make my life/undeath a whole lot harder, they're greedy and die in 3 hits instead.

Thanks for the suggestion though, if this andimation would be brought into the game it'd would be perfect for cinematics! (Too bad that's so unlikely to happen tho.)
