The idea for This item is to serve as a counter for enemy teams who stack 1 type of damage or another. The balance of the game is always in such a state of flux that 1 second AD will be dominant, then it will be AP and so on. Also the effectiveness of armor, magic resist, or health can change just as much as well. This item is meant to serve as a stabilizing force that punishes teams for stacking only one type of damage or "force" as its called.
In case the text is not clear in how it works, The damage of Graviton Slam is determined long before any fights break out. It measures the dominant force, or which type of force the enemy has the most of, against the recessive force, the amount of force the enemy has the least of. The difference between these 2 forces is then multiplied by the base damage value to determine the actual damage dealt; for an example, In the case of enemy team that might stack all AD it would subtract the recessive force (0 AP) from the dominant force (5 AD) to get a multiplier of 5. This would result in Graviton Slam dealing 250/500/750 adaptive damage.
Finally, the cooldown of this item is made to scale off tankiness. This is to minimize it effect as a "must-by" item by making it only truly effective in the hands of a tank or a tank-like champion that sacrifices raw damage for durability.
