This is more about matching the theme of the ability's name to its mechanic rather than balance, but I think the ability being named Overload kind of misses what it should do to match the name.

I believe it should consist of two casts. One starts charging/loading the inner mana energy from the depths of Ryze's mind to his skin, each 0.5 seconds draining himself percentage of Maximum Mana (let's say 1%). The longer he loads, the sooner the enemy can notice him preparing and avoid the ability and the more Mana he loses while also the longer he loads, the bigger the damage.

The second cast would unleash the energy loaded so far into direction, firing mana beam, dealing magic damage to enemies in the line (or the first enemy hit), meaning he could no longer hold the mana he loads (he overloads) and lets it loose. He could charge like this up to limit (let's say 3 seconds for up to 6% Mana drained [180 at 3k Mana]).

The damage then would scale with the Mana drained. If it would be direct scale, meaning 9% Mana drained means 9% Maximum Mana bonus damage, it would need its base damage and AP ratio be tuned down slightly (let's say 50 - 150 (+40%AP) damage).

PS: Also I think once he ults, his tatoos should glow. Not sure If it already works like that (didn't notice) but I think they are important feature of his character.
