Ivan the Battle Medic 2.0 (Champion Concept)

Note: i created this champion for the reason that all supports in the game use mana and i feel that costs should be more divers in this role since every other role uses either rage, energy, Cooldowns, or a unique source for their spells(except marksman). the build i have set for him will be subject to change for better balance.
the first version of this champion seemed lake luster to what i think a real battle medic should be to a team. ive changed most of his ability's to suit his new play style witch is being in the fight for as long as possible to give buffs the longer the fight is.
**Ability's: ** **Note: **if you don't understand the ratios 0.1 = 10% and 0.01 = 1% (excluding maximum health) just a heads up Also Note: read his ultimate before reading his Overrides
Passive 2 parts- Lifeline: Clicking on an ally champion tethers Ivan to them. also being able to switch between targets.
If tethered to an ally and they go below 30% of their maximum health 15/20/25/30% of the damage dealt to them is transferred to Ivan for 3 seconds.
Tether Transferable: Tethered ally’s gain 0.5/1/1.5/2% of Ivan’s bonus health as increased maximum health.
Tether range: 650 **Cooldown: **80/70/60/50 seconds
** Q: Propulsion Surge / Propulsion Override:** Active: Ivan dashes toward the curser dealing 60/105/150/195/240 (+2.5% of his maximum health) to the first enemy hit and knocking them up for 1 second.
Override: when Ivan knocks up the first enemy hit they send a small wave behind them knocking up enemy’s for 0.8 seconds and deals half the damage
No Cost Range: 650 Cooldown: 10 seconds at all levels
W: Medical Surge / Medical Override: Active: Ivan sends a pulse out healing allies by 60/90/130/150/180(0.25AP). If you or your tethered ally takes damage the Cooldown is reduced by 0.5 seconds and reactivations within 4 seconds of each other reduce the effectiveness of the heal by 15% (Maximum 40% reduced healing).
Override: Each pulse grants 8% increased attack speed for 5 seconds that stack up to 3 times and the cooldown is now reduced by 1 second if Ivan or his tethered ally take damage.
Cost: 8% Maximum Health Range: 450 Cooldown: 12/11.5/11/10.5/10 seconds
E: Electrical Surge / Electrical Override: Active: Ivan slams his hands together sending a shock wave in a straight line slowing enemy’s by 15/18/20/23/25% for 1.8 seconds. Ivan and a tethered ally gain 10% increased movement speed per enemy champion hit for 1.8 seconds.
Override: Ivan sends the shock wave in a cone in front of him.
No Cost Range: 650 Cooldown: 16/14.5/13/11.5/10 seconds
R:OVERRIDE: Ivan’s resource bar fills with Fusion. Ivan gains 1 Fusion every second tethered to an ally champion and 2 Fusion for every unit they kill. Once full he can activate this ability.
Once Ivan activates overdrive the next 12 seconds he takes 30% reduced damage from all sources, gains 50% increased base health regen, 12 (+5 per lvl) magic damage in a radius per second, and all his ability’s Cooldown times are set to 4 seconds (cooldown reduction does not affect this number). He then Overrides all of his ability’s granting bonus effects.
No Cost Cooldown: 120/100/80 seconds
