{SKIN CONCEPT] Ballroom Blitzcrank Skin

Ever since starting playing league, I felt like this was one of those skins that Riot absolutely has to make because it is just so perfect! Just wanted to see what you guys thought though, Tux or Dress? Should it be a normal or Legendary Skin? I always pictured him in a dress.
