E-Lane, the Rogue Plasma
E-Lane is an experimental project of creating both a super weapon and an endless power supply as something that appears as a cute, young girl. This look allows for her to look harmless when being used as a super weapon for she can get in close before the enemy figures out what she actually is while also looking friendly when needing to help others, mostly with power needs.
The experiment was mostly a success as E-Lane has all of the qualities they wanted to grant her, but she developed an independent mind of her own and it turns out she did not want to be treated like some slave or tool. She ended up breaking out of the research lab, pretty easy given her capabilities, to go and roam the world of Runeterra.
Given that she is made entirely out of plasma, she naturally went to look for other large power sources to absorb its power into them, like the runes of the world for example which has quite a bit competition searching for those, including other champions of the world.
E-Lane wants to find her own calling and purpose in her life, so she joined up in the League of Legends as something to do while she tries to find herself, meeting all kinds of people before and after every match. While outside the battlegrounds however, she just mindlessly roams the world still until she becomes summoned for another fight...
E-Lane blasts out pulses of electricity, kind of like a shotgun, for her attacks.
E-Lane is a hybrid between a marksman and a mage, intended to be in the bottom lane, is ability power and magical damage based that is not as bursty as a mage, but is more bursty than the average marksman. One main aspect to E-Lane is that she can ONLY deal magic damage.

E-Blast (Passive):
Cone: 150 - 30 degrees based on level; Static Range: 750 units
E-Lane blasts 10 electric bolts for her basic attacks that spread out, stopping at the first enemy in their path, dealing a combined (+100%AD)(+80%AP) magic damage equally divided up between the bolts. The higher E-Lane's level is, the less the bolts spread out. One electric bolt is always guaranteed to hit its target.
All damage E-Lane deals is converted to magic damage. If the source did true damage, then it does 50% increased damage.
Minions below 120 health and struck by an electric bolt are executed.
Magnetize (Q):
Cooldown: 13/11.5/10/8.5/7 seconds; Cost: 65/70/75/80/85 mana; Range: 900 units / 600 units
E-Lane pulls in nearby enemies over 1.5 seconds around either herself or the target G-Shock, forcing enemies to move towards the target at 75% of their current movement speed.
Additionally, E-Lane heals for 60/90/120/150/180(+90%AP) health over 1.5 seconds.
G-Shock (W):
Cooldown: 10 seconds; Cost: 70/80/90/100/110 mana; Range: 825 / 500 units
E-Lane creates a ball of energy at the target location for 3 seconds, modifying nearby enemies movement speed around the energy, after 3 seconds the ball of energy will collapse and deal 70/105/140/175/210(+100%AP) magic damage.
Enemies moving towards the ball of energy gain 100% total movement speed and moving away are slowed by 60/65/70/75/80%, enemies near the ball of energy are grounded.
Electrify (E):
Cooldown: 15/14/13/12/11 seconds; Cost: 70/80/90/100/110 mana; Range: 900 / 600 / 250 units
E-Lane pulses out electricity around herself or the target G-Shock, dealing 6/7/8/9/10%(+2% per 100AP) of target max health as magic damage and stunning those near the source for 1.6/1.7/1.8/1.9/2 seconds.
U.P.W. (R):
Cooldown: 130/100/70 seconds; Cost: 100 mana; Range: 700 units
E-Lane blasts plasma energy around her, either coming in or going out, dealing 175/250/325(+120%AP) magic damage or 25% of this damage if pulling in enemies.
(If the mouse cursor is inside the range, then the energy pulls in. If the mouse cursor is outside the range, then the energy blasts away.)
