[Champion Concept] Wisper, The Chronocognitive One

Wisper is a version of Ekko that was set in an alternate universe. While Ekko specialized in technology that rewinded time, Wisper focused his time on technology to look ahead. In battle, Wisper has the ability to predict enemies' movements, down to the last second. Like Ekko, he had the tech to distort time in his favor. However, instead of using a melee weapon, he wields a trusty revolver that shoots ahead towards the future, injuring his foes at the right time- all by the will of his mind.

Wisper is an ad carry focused on poking the enemy and timing his moves correctly with his signature ultimate. He has the skills to fight one on one, just without too much burst to compensate, early game at least.

Passive: Chronocognitive Wisper always anticipates a future fight, granting himself and his teammates a small amount of AD, Lifesteal and Spellvamp. If a teammate or Wisper auto attacks an enemy, they will be slowed for a minuscule amount. However, the slow stacks if multiple team members auto the same target.

Ability Range: 750 Bonus AD: 4/8/12/16 % Lifesteal/Spellvamp: 1/2/3/4 % Slow: 2/3/4/5 (At levels 1/6/11/16)

Q ability: Trickshot Wisper shoots his revolver in a linear path, penetrating a certain amount of enemies. If the bullet hits a wall, it ricochets, reducing the max targets penetrated. However, the bullet's damage is increased each time it hits a wall. The bullet's range can be extended by ricocheting off a wall as well.

Ability Range: 925 Projectile Speed: 1850 (Same as Varus q) Mana Cost: 75 Cd: 14/13/12/11/10 Damage: 50/110/170/230/290 physical damage (+0.5 total ad) Bonus Damage: 20/40/60/80/100 (+0.25 bonus AD) per wall ricocheted Ricochet Range Extention: 800 Max Ricochets: 2 Max Penetrations: 8 (divided by 2 per ricochet)

W ability: Time Dialation Wisper passively is granted passive movement speed. Activating this ability will grant him bonus attack speed and an on hit slow at the cost of his movement speed buff.

Mana Cost: 40 Cooldown: 15 Passive Movement Speed: 10/20/30/40/50 Bonus Attack Speed: 10/20/30/40/50% On Hit Slow: 4/8/12/16/20% (This DOES stack with chronocognitive) Duration: 5 seconds

E ability: Desperate Times Passive: Wisper is granted bonus attack damage based on his missing health. Active: Wisper's lifesteal is increased.

Mana cost: 75 Cooldown: 23/21/19/17/15 Bonus AD: 2/3/4/5/6 per 10% missing HP Bonus lifesteal: +0.5/0.65/0.8/0.9/1.0 of your TOTAL lifesteal (if you have 2% lifesteal and you activate this rank one, you get an extra 1% lifesteal) (Again, this DOES stack with Chronocognitive) Duration: 3/3.5/4/4.5/5

Ultimate (R): Revolver of the Future Passive: Wisper gets ammo charges for his revolver's special function periodically. Active: Wisper shoots a bullet into nothingness, making it reappear later. Whisper can control how much of a delay it has during its channel (Press Q/W/E and aim during channel for a 20/40/60 second delay) (The targeting the projectile's trajectory is like a rumble or victor ult). There is no limit to how many bullets can be timed to activate at once. Wisper's allies can see where the bullet will travel, but the enemy team is only notified a second before the bullet fires. The bullet itself has no maximum penetration limit. If an enemy is hit in by Revolver of the Future and is within Chronocognitive's range, the enemy will be stunned. Instant cast can be achieved by pressing R during its channel. However, it costs half of his maximum ammo to do so.

Hey! ^_^ Here is my opinion on your concept!

Passive: I'm personally not a fan of passives that just give you free stats:/ there not very fun or interactive but it works though the slow could be really strong.

Q: This is a pretty cool idea! Makes fighting in the jungle absolutely terrifying XD However could be little tricky to use when fighting in the lanes.

E/W: You could probably slap these two onto one ability and give him either an escape or some cc.

R: Another pretty cool idea however I really don't know what to think of it. It could be pretty OP or it could be incredibly weak I really don't know. It might be useful for clearing approaching waves but and sniping off people as you run but it's incredibly difficult as opposed to just using it without a delay for that instant stun.

Overall: Quick question but is he supposed to be a marksmen? That's the feeling I was getting when reading his kit. i think you have a pretty cool idea but perhaps you could make his kit more cohesive? Like make his passive and E/W compliment his Q and R like make his E create a wall for your bullets to bounce off or have him set up mini slowfield to time his ult better. Overall fun idea, can't wait to see where it goes ^_^!

VERY cool concept! Amazing actually. I could see this as an champion, good job. I'm obviously not as creative as you so I can say much, but I can say, don't worry! Have fun with this kit, especially with that passive.

More on topic, the kit is solid. His q gives him lane poke with extra reward for being clever with it. His w gives him move speed passively (which should be slightly toned down number wise) and when activated loses the movement speed but gives attack speed and an on hit slow (The slow scaling should change heavily, maybe 15-30) and his e gives him extra AD with an active to gain life steal. These all make him good as an auto-based adc similar to caitlyn (he should have a range much smaller though, think vayne or ezreal) since they give him strong kiting and solid autos. However, his ultimate also sets him up to do insane damage globally (say 300 AD at level 16), up to 3,000ish before resistances to each person. Theoretically, an ult like that is overpowered. But the massive setup and prediction required makes it strong, but fair. His power budget is heavily invested in there, but at the same time he functions as an ADC without it because his other abilities are mostly passive effects that enhance is auto attacks.
