Champion Concept: Jazeel - The Phantom Blade
Lore: TL;DR: this is my idea for the man who killed Yasuo's master Studying under the same tutelage as Yasuo and others, Jazeel was by far one of the most capable swordsmen...but there was a lingering hatred of some of his fellow students, particularly the master's favorite, Yasuo. That hatred turned to bloodlust, and that bloodlust and impatience clouded his judgement, and it showed in his duels with his rival...until the night he took his vengeance. Studying the wind techniques in secret from stolen texts, Jazeel created a darker, more aggressive variant that he used to cut down his master. After framing Yasuo for the death of their master, he sought to use his skills as a mercenary...before ultimately ending up as a renowned hitman and fighter.

Passive: Heartless Wind - Jazeel gains (1% movespeed per level) when moving towards enemy champions below 40% health, and deals an additional 5% damage to them.
Q: Phantom Cutter - Jazeel jumps backwards 200 units while slashing an area in a cone in front of him, dealing damage to all enemies hit. Enemies at the tip of the cone take additional bleed damage over the next 3 seconds. {Damage: [65/85/105/125/145(+50%AD)] Bleed damage: [Additional 1/2/3/4/5%(+1% for each 100AD) of the target's max hp] Mana Cost; [60/65/70/75/80 mana] Cooldown: [18/16/14/12/10s] (yes, this is meant to be a very short dash...it cannot go over walls)
W: Gale Force - Passive: every 3rd basic attack critically strikes, and cleaves nearby enemies. Active: Empowers the next Q or E used. Empowered Phantom Cutter: Jumps back double the distance, increasing the bleed zone by the same space, and deals 50% additional damage. Empowered Storm Frontal: Doubles dash range, and marks/damages all enemies passed through. Cleave damage: [10% bonus AD to main target, splashes within 150 units.] Mana cost: [N/A] Cooldown on active: [35/30/25/20/15s] Requires 3rd attack to land for cleave effect. NOTE: Empowering an ability does NOT remove its current cooldown.
E: Storm Frontal - Jazeel dashes to an enemy up to 450 units away, dealing damage and marking them for the next 3 seconds. Marked enemies hit by Tempest Assault or the tip of Phantom Cutter will send them airborne. Damage: [50/65/80/95/110(+45%AD)] Mana cost: [55 mana (constant)] Cooldown: [10/8/7/6/5s]
R: Tempest Assault - Jazeel focuses for a half second, then unleashes his fury in a torrent of dark winds, expanding outwards in an area around himself, disarming enemies for the next 2 seconds and dealing damage. Damage: [150/250/350(+85%AD)] Mana cost: [125 mana] Cooldown: [120/100/80s]
Will likely need to tweak numbers...First %hp based champion I've made.
Basic 1v1 combo is to E in with 3rd strike up, cleave strike the enemy champion, and empowered Q out, aiming for the knockup to prevent them from being able to commit to following you. Common teamfight combo is Empowered E/R/3rd auto/Q/try to E back away from the enemy team after claiming your target. Or with enough CDR in later fights, try to mark multiple enemies before popping your ult, and deal as much damage as you can in the chaos.
