(The image is not mine, I simply looked for something that looked about the same as my concept. What do I look like, a decent artist? God, no. I can hardly draw a straight line...) (Yeah, the drawing was awesome and I felt like sharing it a bit.)

[BASIC]

Class(s) Primary: Assassin Secondary: Fighter

Preferred Playstyle: Attack Speed based jungler. (Basically, just build devourer.) Laning is possible mid.

[LORE] (Appearance:) Advanced plated armor of a white color. There'd be some glistens of blue vein-like energy pulsing through some plates. The armor does not resemble any prior technology seen on Runeterra. Seltan's origin is unknown, his existence at all is very debated. There'd be a hood over his helmet, and he'd be carrying two shapeshifting energy weapons. (They change during some abilities)

(Backstory:)

Not many are known to have gone far with time magic, though some civilizations have. These interlopers, many millenniums ago, were met with Zjet (Zzz-Yet), an anomaly of pure magic that was created at the first seconds of time itself. This anomaly warned the mages foolish enough to attempt to dissect reality. Many times he had to wipe the minds of naive scholars. He took no joy in it, though it had to be done to protect the fabric of existence. These scholars have begged for the primordial knowledge that burdens the knowledge-seeking civilizations, only to be declined, over, and over.

Yet, after a certain event, the particles of time were fractured, a cataclysm occurred. Things were not where they should be, time was reversed and manipulated for personal gain. Zjet was accosted much of his power to ensure the event was contained and returned. A whole civilization had paid for its stubbornness. They attempted to rebel against the merciful god, using all their will to attempt to tug at time's strings and remove Zjet from power. The civilization was purged, to permanently prevent them from fracturing time further. Zjet was regretting this harsh decision, but he had to put the good of the entire essence of time over a singular civilization.

There continued to be incidents of the same caliber. Some more violent and costing of Zjet's weakening power. Until, one civilization provoked Zjet to release his full power.

This new civilization was beyond others he had seen before. Not only did scholars attempt to seek him, but soldiers and tyrants. They set a specific group to attempt to break Zjet's grasp of time. The prior Seltan had been part of this group.

When the group of violent soldiers had found a way to engage Zjet, he was forced to strike back. Almost all of his existing power was used to push back the invasion. All of the civilization were eliminated, except Seltan, one of the elite that sought the knowledge behind reality. He knelt in submissive respect. Zjet saw this as a chance to create an avatar of his power, and to protect the secrets he guarded. Seltan had been imbued with these secrets, and reshaped into a time-bending force. This force could defeat those that'd attempt what the naive civilizations tried - to breach and abuse the secrets of time magic.

Zjet was deeply weakened. He simply regressed to a single state and purpose. All he could now do was to become a wall to close the knowledge, shielding it. As Zjet grew silent and monotone, Seltan was alone. He is the single protector that keeps reality from crumbling.

After a millennium, Seltan grew more violent and contemptuous. He sought out beings that bended time of any form, slaying them as he saw fit. In his eyes, they were all a danger to the fabric of reality.

His contempt knows no bounds, as his violence continues to climb. He continues to serve his purpose when he is needed. Otherwise, he is dormant.

Recently, Runeterra's time mages and researchers have been disappearing. Not many are sure what caused their disappearances, though some had seen an entity near their residences close to the time of their sudden disappearance. By how advanced it looked, some are pointing fingers at Zaun and Piltover, yet they claim to have no such technology matching the description.

(Personality) Seltan himself is very contemptuous, and hateful towards philosophers and scientists, as he sees them as a potential future (or present) threat. While he does not care for other dimensions, such as the Void, he sees them as a future threat, and will not show mercy. Due to his condition, he has a minimal and lacking sense of humor, and he rarely shows joy.

[KIT]

(PASSIVE:) Unwavering Tenacity

Seltan has a 10% resistance to all crowd control. If the enemy team has a 5+ total kill advantage, Seltan gains 30(+5% total) attack damage and magic resistance.

Seltan also gains 5% attack speed while slowed.

(Q Ability:) Chrono-Latch 30/33/36/39/42 Mana 9/6/5/4.5/4 sec. Cooldown

Seltan tosses a single-target energy weapon at an enemy, slowing them by 5% (Stacks up to 3 times) and dealing 70% of his AD and 20% of his AP. Casting Reaper's Warp will cause each basic attack to reduce the cooldown of Chrono-Latch by .5 seconds.

(W Ability:) Reaper's Warp 50/55/57/59/60 Mana 15/14/13.5/13/12 sec. Cooldown

Seltan speeds his attack, increasing his attack speed by 20% for 3/4/5.5/6 seconds. He also gains 20 movespeed.

(E Ability:) Piercing Advance 40/42/44/45/45 Mana 18/17/16/15/14 sec. Cooldown

Seltan dashes forward, marking and stopping at the first champion hit. He gains +5%/6%/7%/8%/9% movespeed while running towards a marked champion, but he is slowed by 3% if running away. Marked champions also take 3% more damage from Seltan alone. If Judgement of the Chronoreaper was recently casted(with full channel time), ALL champions hit by the dash are stunned.

(R Ability:) Judgement of the Chronoreaper 190/180/165 Mana 110/95/75 sec. Cooldown

A global noise is heard, and after channeling once (this channeling can be cancelled by damage taken) Seltan will have a window of 3 seconds before all minions, neutral monsters, and champions besides Seltan, are frozen for five seconds.. Monsters and minions are immune to damage while frozen. Seltan loses the effects of all movement-enhancing items during the duration, and is slowed by 30% if he runs directly away from enemy champions. After the freezing, he gains 30 movespeed and 5% of his total attack damage as basic attack damage.

During the window before freezing, Seltan can choose to instead teleport a large distance to a visible enemy champion. The freeze will be cancelled, and Seltan simply gains 10% attack speed and +10% of his bonus attack damage as basic attack damage.

All timed debuffs that existed before the freezing will be paused, and will resume at the end of Judgement's duration.

(Purpose) Personally, I'm just putting down abilities in this concept that I feel like should be in the game in some form, especially the passive that's based on balancing out the playing field if the enemy team is way ahead on kills. I feel he'll become significantly weaker if the enemy team is more AD and anti-attack speed based. Though, I could just be terrible at balancing. I'm mainly just in it for the ideas n' lore. Balancing is not my strong suit.

Lemme know your opinions, I really like making these concepts as a hobby.
