AP item for non-mana users VS. mana-users

[WIP Item Name 1] item 1052 + item 1052 + 380g = 1250g +40 Ability Power Unique Active: Deals 50-100 magic damage to target enemy champion mana and burns their current mana for twice the amount. (45 second cooldown).

[WIP Item Name 2] [WIP Item Name 1] + item 3108 + 600g = 2,750g +80 Ability Power Unique Passive: +10% Cooldown Reduction Unique Active: Deals 100-175 magic damage to target enemy champion mana and burns their current mana for twice the amount. (90 second cooldown).

Numbers/raw stats maybe need adjusted but it's meant to be offensive + utility for champions like Akali Katarina Vladimir Kennen or perhaps anyone after they get a Lost Chapter/upgrade item. Doesn't need any defensive stats because sapping your opposing laner's mana pool causes them to have to trade/wave clear more wisely. Less spells = less threat. Possibly needs to be a unique passive that activates upon a basic attack instead of a point & click active.

Yeah, I don't think those champs need any more help against mana users.

Thing is, "non-mana ap" items can be used on ap champs with mana anyway

I get the idea but it will be greivous wounds vs mana. Wholey unbalancable

Burning mana, as long as the numbers are low, is exclusively useful on lane. If the numbers are high enough, however, it becomes a gamebreaker.
