Champion Concept : Kaulanos , God of the Ocean

Hi everyone , I'm not sure if this is the right place to post it but I have so many ideas about new champions in League of Legends , this one in particular.

Passive : "You smurf ? I SURF ! " ( I'd like him to be funny , irresponsible so i found out this title for his passive but i don't mind about abilities titles ) -Gains bonus movement speed and attack speed in river or water areas ( does not stack with masteries/runes )

Q : ( straight line skillshot , can be blocked by minions ) throws his trident, deals 100/140/200/240 damage ( +30% AD ) whenever it hits an enemy Kaulanos can reactivate his Q to dash onto the target hit within a 2 second window. Deals 100/130/160/190 AP damage on minions when reactivating Q. Deals half this damage on champions but stuns them for 1.5 sec and briefly shields Kaulanos , scaling on 100% of his AD.

W : Active : Creates a small square zone of water. When attacking the same enemy champion ( up to 4 times ) he can reactivate his W and a wave will form and block projectiles for 2 seconds , even shots from turrets. ( think of it as a Yasuo's W but better , and coming from the water generated by the W , and eventually the R, as long as there is water around Kaulanos , obviously it works also in the river )

E : High cooldown ( 35 secs) on ground ( lanes , bases or jungle ) but 5 seconds cooldown when cast upon a water zone/ the river , Kaulanos dashes to a location and leaves behind him an immobile clone that deals no damage but slows enemies in a small radius when reactivating E in a 3 second window ( think of it like Katarina's E but no need of an ally or enemy target / Zed's W and E but without the damage )

R : "Fury of the Sea " Creates a huge ( by huge i mean the width of the midlane ) , circle water zone that deals 75/105/150/190 damage (+70% AP ) over 5 seconds , slows enemies MS and increasing his own Move and attack speed + 25/35/45/55 true damage per auto attack

Interaction with Nami : he can surf her R ( that would be so cool, Kaulanos roams botlane , Nami ults and he just surf it and combo Q E R )

I wanted to make this guy more useful in ganks , with a good potential to roam top or bot with a good mobility , very reliant on the river. But , I don't know if it seems broken or not , I think he s cool , that's why i thought it would be a good idea to share my ideas with you. I really hope Riot will one day make this champion " alive " , I 'll be so proud of it. Finally , I apologize if some points of my concept champ don't seem clear because of my English , I'm Tahitian so my mother language is french.
