Make Skin Shards Giftable

I was thinking about making the skin shards giftable, not as shards themselves per say , but making it so you could unlock that shard for a friend or something. With the release of Elementalist Lux, I am finally sated. I feel no need to have any other skins/ward skins/icons, so these shards are just gonna sit here doing nothing. Same goes for my excess RP and IP, its just gonna sit here forever :I
