This stacks up to 10% per target. This effect lasts 6 seconds, and decays over 2 seconds when over. Additionally, whenever Congress kills a unit he gains .5 of any random stat permanently (If it's HP or MP the value changes to 3). Q: Congress absorbs an ally minion within 175 units. Congress gains 3/6/9/12/15% of its none-HP stats, 1/4 if super minion, and heals for 2/4/6/8/10% of its current HP. When this happens, all enemies within exp range get full kill gold for the minion along with the exp. The stat bonus lasts 4/5/6/7/8 seconds. This ability has a cooldown of 12/11/10/9/8 seconds and costs 90 mana. Each casting is independent of the others as a buff. W: Congress diverges himself, granting allied champions within 400 units 30% of his AD and AP, 20% of his HP and MP, and 40% of his movement speed. This lasts 1/2/3/4/5 seconds, and during this time Congress is in stasis. After the time is over, Congress gains those percentages of the affected allies stats for the same time, MP not withstanding. This effect cannot more than double any stat on any affected unit. This ability costs 10% of Congress's max HP and 80/90/100/110/120 mana, and has a cooldown of 32/30/28/26/24 seconds. When the effects of the bonus end, MP and HP retain the current %. E: Congress leaps to a target location within 350 units, dealing damage to all champions within a 125 unit radius. Enemies in the radius take damage as if they had been auto'd once. This ability has a 18/16/14/12/10 second cooldown, and it is reduced by 1 second on hit (includes the function of itself), and costs 60/65/70/75/80 mana. R: Whenever Congress gets a kill or assist, he gains 2 stacks of that champion's essence. Whenever his ult is off cooldown, he can swap ults to a champion he has essence of (like kindred marking) and uses their ult. Any functions of the ult that cannot be completed, such as gaining fury from Tryndamere's ult, or costing energy, are simply negated. Using their ult uses one of the stacks. If the enemy is like Kog'Maw or Kassadin, Congress instead gains 4 charges of the ability. Once an ult is used, if there is essence of that champion left it will remain on them when the ability comes back.
