make a league of legends character who is a clown, not an evil shaco clown but a funny jester type of guy who does funny stuff like squirts you with his flower water gun and taunts u forcing him to pull napkins out of his pocket ( the never ending one ) and his E can be a shield and whenever an enemy champion attacks him with the shield active it slows them for 15% and forces them to laugh or something lol. and his ult can be calling a clown car which allows him to take 2 champions with him on an adventure kinda like tahm kench's gulping ability. and his name can be jeff
