Old Braum Concept would make a good new champ

I recently looked at the old concepts for Braum and i think that Ceecee would still make a great champ for League. I doubt there is any actual talk right now for bringing her back but i just wanted to throw out some ideas that for her playstyle. Please feel free to help with building this character as i would love to see her be released and i am not to great at this sort of thing. She would be a ranged brawler who carries a hextech cannon that slowly gathers energy as it is used and when at max charge opens up into a shield that would allow her to get in close to dominate her adversaries. Her passive is called armored fortress and whenever she uses an ability a meter will charge and when full the shield on the cannon opens up and blocks all damage from the front and mitigates it by a quarter from the sides. Her Q is Fusion Reactor, it can be charged and fired in the direction of the cursor and when at max charge it bursts when it hits the first champ and stuns everything around them. Her W is Bullrush, Ceecee charges forward and strikes anything she comes in contact with with the side of her cannon, if her passive is active she stuns anything she hits and sends out a shockwave of energy that slows everything behind what she hits. Her E is Matter inversion, Ceecee sets her cannon to overcharge that gives her a move speed increase and every hit heals her for 3% of her max hp. Her Ultimate is Mechanized Madness, she leaps into the air and slams down onto the raising up Hextech turrets that continuously fire at any enemy in the center of the ult. They will not fire unless the targets are near the center.
