Anti-Cheat engine (because there are a ton of bots in aram RN)

So I play aram quite frequently and since the season ended it seems there was a sort of MMR reset or MMR got set to your ranked MMR (im silver) on normal queues and now I'm getting teamed up with really low mmr players and with that bots come as well (i used to play plats and even diamonds in aram). I dont find this hard to believe as Aram is straight up teamfighting and a good teamfighter isnt necessarily good at farming or other basic aspects of the game necessary to clime solo queue. Anyway this brings me to the next point. Anti cheat engine. I dont know if there is one or not but I know some programs for changing you champion's skin that would never get patched would only needed to be updated as LoL was updated, in other words, would get outdated. So this makes me think there isnt an anti cheat engine. These bots are most likely using the same program and they are now more useful than ever before thanks to Riot's new blue essence system. You get prizes for playing and with these bots they dont farm just IP like before, now they farm champion shards and ultimately skin shards. With a simple anti cheat engine it would be easy to detect those programs through their signature. People like this have no place in this community. I heard a person talking about Elitepvpers which I know is an online game cheats website. If Riot could keep these websites under control they could patch their cancerous programs. This site and MPGH are 2 big ones in that style of website.
