About Thunder lord Procs

Why does Thunder lord proc on essentially every ability, while other items and such are specifically tweaked to lessen effecs with AoE or DoT spells

Shouldn't Thunderlords only proc on AutoAttacks and Single Hit/Targeted abilities?
