So the last time riot created a non-moving mage was vel'koz so i came up with an idea for the new champ Qwoinc - The cloud god Passive- For every 5s of staying still he gets bonus movement speed after the 5s Q- Cloud: Thunder W-Cloud: Wind E-Cloud: Rain R-Cloud: Storm Riot could decide how the abilities will be used by using these basic concepts for the champ
