New surrender vote mechanic

Just wanted to know peoples opinions on this. I think something needs to be done about this situation:

Halfway though champ select, this Nami told us she was lagging really bad. She doesn't dodge, she continues to queue. When we get into game she afk's at the keyboard for 20 minutes, she is still typing meanwhile flaming us. We are obviously behind because of the afk, and our team goes for the surrender vote, nami proceeds to say no with another player saying no, out of spite. Nami then comes out of the fountain and feeds.

I believe the game should recognize if a player is lvl 1 or even significantly behind should get NO voting rights to a surrender a vote.
