##Oswald, The Mercenary##

Role: Marksman/Assassin

Bot/Top Lane

##General Design##

Inspired by XCOM, Oswald is a long range marksman, similar in execution to champions like Xerath, Caitlyn, and Jhin. Oswal is highly immobile, with an emphasis on controlling a singular zone and "camping". Similar to snipers in real life, a good deal of his damage comes from staying in one position and lying in wait for enemies, something Reaction Shot makes very easy to do. He can deal considerable damage in his zone of power, and can stay moderately safe with his passive, Hunker Down. However, A good deal of Oswald's damage is reliant on skillshots, and heavily based on reacting to enemy action, limiting his own playmaking potential. In addition, while his Ultimate, Killzone, can allow Oswald to exercise extreme damage and vision control from afar, he is revealed during the duration and is made incredibly vulnerable.

Pros

  • Incredible range

  • Exceptional at reacting to enemy actions

  • Ult gives incredible utility and damage output

Cons

  • Incredibly limited mobility and crowd control

  • Stationary playstyle leads to danger from all ins

  • Passive is only so effective at saving you

##Lore and Appearance##

Lore

Known throughout Valoran as one of the best mercenaries who ever lived, Oswald fights for whoever can pay him the most. Assassination, sabotage, and even acts of terror are all familiar things to the legendary mercenary. However, the constant death and chaos that surround Oswald has given him an interesting outlook on life. He uses his humor and dry wit to soften the pain and sorrow he feels for his enemies as he pulls the trigger. He no longer wants the life of a gun-for-hire, but is in too far to quit now. He may not want the life he leads, but his clients and enemies know all to well how good he is at it.

Appearance

A man in his late 30s-early 40s, in form-fitting black armor. Has a full beard and small scars on his face, but is otherwise bald. Spare clips, bandoliers, and a bowie knife on his suit. Has a revolver for basic attacks, and a sniper on his back for abilities.

when his passive is in use.

##Abilities##

##Passive: Hunker Down##

When Oswald remains inert for 2 seconds, he sets up position with deployable cover, gaining 50 extra attack range and 10% bonus armor penetration. He remains Hunkered down until he moves or is attacked. When he is attacked, the damage is negated, instead being knocked back in the direction he was attacked and gaining 15% bonus movespeed for 2 seconds.

Design Philosophy

Oswald's at his best when he "sets up shop" in an area, and Hunker Down is designed to give him a degree of safety while he does so, allowing him to get off the enemy and giving him a speed boost to reposition and find a new hidey-hole. While it can save him, it's only so effective. It's his only mobility outside of Q, and champions who can close the gap will give you trouble regardless.

##Q: Take Aim##

(40/50/60/70/80 Mana, 15/13/11/9/7 second CD, 2000 Range)

After a 0.75 second delay, Oswald fires a shot from his rifle, dealing (40/70/100/130/160 (+65% AD) Attack Damage in a line, stopping at the first champion hit. If the champion was hit within 1000 range, the line goes through them, giving the affected a (45% AD) bleed for 4 seconds. Oswald gains 15% extra move speed for 2 seconds afterwards

Design Philosophy

Oswald's primary damage/harass ability. With this and Reaction Shot, Oswald can get a surprising amount of shots off on one target if he has good vision and/or aim. A laser sight is shown where it will shoot, allowing enemies to try and escape if they are fast enough.

##W: Reaction Shot##

(50/60/70/80/90 Mana, 20 second CD, 2000 range (vision dependent)

Passive: Oswald gains an extra 10% base vision range while Hunkered Down

Active: Oswald watches his surroundings for enemies, lowering his movement speed by 30% for (4/4.5/5/5.5/6) seconds. If an enemy moves into his sight radius, or if an enemy already in Oswald's vision (including wards, if they are in range) moves, he aims at their position and fires a Reaction Shot after a .5 second delay, dealing (40/60/80/100/120 (+45% AD) damage in a line. Line acts the same as Take Aim. Costs no Mana if no shot was fired

Design Philosophy

Reinforcing Oswald's identity as a sheerly reactive point-defender, Oswald can make a very fast shot to stop an enemy before they even know what's happened. However, it has drawbacks. It limits the speed of an already immobile character, and can be countered by either standing still or simply dodging the skill.

##E: Crippling Shot

(35/50/65/80/95 Mana, 14/12/10/8/6 second CD, 1450 Range)

Oswald aims for the opponents knees, dealing (30/40/50/60/70 (+30% AP) Magic Damage and slowing by (15/20/25/30/35)% for 3 seconds. Slows by an extra 20% if the target is not facing Oswald.

Design Philosophy

Oswald's only ability that provides CC, Crippling shot is intended to lead into other abilities. The 20% bonus to enemies not facing you is supposed to give him extra chasing power his kit already lacks.

##R: Killzone##

(200 Mana, 160/130/100 second Cooldown, 2500 range)

Oswald marks an area (around the size of Trundle's Frozen Domain) on the map, gaining vision of the area for (6/8/10) seconds and slowing enemies inside by 20% while they remain inside. During that time, he sets up a Sniper Tower where he used the ability. Oswald's position is revealed on the map while this ability is active.

For the 10 seconds, Oswald's R becomes Concussive Shot, a ground-target AOE (around the size of Bard's W) skillshot with no Mana cost and a 1 second cd, which can only be used inside the initial zone marked. The shot deals (50/70/90/100/110 (+100% AD) Attack Damage to enemies it hits.

Design Philosophy

For up to 10 seconds, Oswald can rain absolute hell on the enemy position. While it has obvious use as an execution tool, it can also be used to zone enemies away from a particular place and suppress enemy movement inside the zone. Though he is incredibly powerful when this is active, his position is revealed and he can be easily tracked down and destroyed if he isn't careful where he cast it.

Interesting use of risks for his reward of long range. He has clear strengths (range) and weakness( no mobility and giving away position) good job.
