Does Riot accept ideas for Champ designs?

I was thinking of concept for a champ that works kind of opposite Tahm Kench, though just an idea. Like Tahm has the concept of bringing you to your destination for a price, whereas this champ would be all about hard, honest work. Like a John Henry-esque champ. A passive that makes "tracks" whenever his abilities are activated that will boost allied movement speed , a snare or stun for q, an ult that functions kind of like Tryndamere's but will kill him if his health runs out after the duration, but also renders him immune to cc. Maybe a sustaining w or e, and something that boosts attack speed and movement speed of allies. Like a better version of Gangplank's old e. I dunno. It might be a fun idea. And give him a hammer. And then have a skin making an obligatory MC Hammer reference.
