NEW Game Mode: Custom Legends

I had an idea for a new game mode. (Name: Operation Neo-Legend Real Name TBD)

The mode is still on summoner's rift (or another map if you prefer). However, in this game mode, everyone has a customized Avatar (or Custom Legend) that takes on the characteristics of other real League of Legends champions: champ size/stance, auto-attack, passive, Q, W, E, and R. These customized abilities are earned by mastering champions; thus, once a champion (for example, Master Yi) is mastery 7, the player can attach to their custom Legend any of Master Yi's abilities; each characteristic unlocked per mastery level. Any number of rules could be applied to what can be used when. For example, only Q abilities can be assigned to the Q slot; also, abilities that require mana can't be used with those that don't, or there is a conversion that takes place. This would provide a drive to master champs and reduce multi-accounting.

For the Avatar, I am imagining something like a generic wire frame mesh that can then be customized based on abilities used and store purchased attachments like faces, hair, gloves, weapons, etc. For example, adding a Mundo passive to the Custom Legend, will add an inserted syringe to the back of the Custom Legend, and a sword can be bought for RP to replace the Riven sword your Custom champ is using- as well as custom taunts. This is a means to bring in revenue.

Obviously, there would be much to balance for fair gameplay. You would likely need to assess the strategic value of each ability in relation to a champion's innate scaling as she levels. For example, a Custom Legend who decides to take Nasus' Q should have reduced scaling attack damage and/or lowered attack damage. The buffs/debuffs on champ statistics per level from choosing abilities on a Custom Legend would be displayed so the player could choose how they wish to construct their Legend.

There are many things that would need to be worked out to make this game mode a reality, but I believe this (or something like this) would be very fun for many and not impossible to balance. I also believe this would be instructional to how vanilla League works for players wishing to improve their skills.
