Make refunds available again

I would like for champion refunds to be available again. The fact that i just bought instead of is one thing, but the concept of refunding a champion just adds more to the game. With the new client coming out and everything, adding the refund back into the game again would just be great, and it would just add much more variety to the game. While also adding another sentence into patch 6.15, Riot, it's just a great idea in general! Go ahead.
