Qizal the Peacekeeper
This is a revisit of a champion idea I posted some time back. I was inspired to redo this idea due to the upcoming Grand Archives of Piltover contest.
Operative code named Qizal is tasked with keeping the peace between Piltover and Zaun. Qizal is under the orders of Piltover to keep insurgents in Zaun under control, and is granted immunity in the city district of Zaun to keep the two societies from an all out clash. Not much is known about Qizal, but he is none the less a well known name in the undercity. Qizal is a small arms specialist, and is talented at swiftly apprehending his targets with the grappling hook mechanism and other hextech devices he uses.
Passive: Lethal Carbine - Qizal uses a specialized tactical carbine rifle that gives him +10% Armor penetration.
Lob: Qizal lobs a grenade using the under-barrel mini grenade launcher on his rifle that deals 75/120/160/210/260 (+35% Attack Damage) physical damage to enemies in the area. Qizal can carry up to 2 grenades maximum, and stores them over time. Cost: 30 mana Range: 800
Detain: Qizal fires a shock bolt at the target that slows them by 20% and disarms them for 2 seconds. Cost: 60 mana Range: 550
Grapple: Qizal fires a grappling hook that can attach to terrain or enemies. If the grappling hook attaches to terrain Qizal is pulled towards it. Qizal can then dash off of the terrain a short distance by recasting the ability. If the grappling hook attaches to an enemy it deals 45/65/85/105/120 physical damage and slows their movement speed by 15%. While the hook is attached to an enemy, Qizal can cast the ability again to fire a second hook that can only attach to terrain. If the second hook attaches to terrain the enemy attached to the first hook is pulled to that terrain. The enemy is stunned for 1/1.25/1.5/1.75/2 seconds after colliding with terrain. Cost: 80 mana Range: 850
Double Tap: Passive: Every 4th Basic Attack Qizal fires 2 shots at once. Active: For 6 seconds Qizal fires 2 shots at once per Basic Attack. He also gains 150 Attack Range during this time. Cost: 100 mana Active Range: 700
Biography: Whispers arise from the smog of Zaun about Qizal as frequent as the toxic chemicals drip from the city’s pipeworks. A figure that is rarely seen, whom many of the city’s inhabitants nicknamed “The Iron City Ghost”. The agent of Piltover is shrouded in mystery, and the only knowledge of his past is the echoes of bullets he has fired.
Though Piltover has never admitted to employing such an agent, Zaun has made public statements that the peacekeeper is granted immunity while in the city district out of good faith that Zaun’s relationship with Piltover will remain stable. The mere presence of Qizal, though felt more than seen, keeps the residents of the undercity in a better resemblance of order than any law enforcement could ever hope to achieve.
The operative code named Qizal is of an unknown origin. Debates amongst his background only scratch at what possibly lies beneath the masked agent. Many agree that from what few stories there are of his skills, Qizal appears to be a small arms specialist, and a highly trained covert agent. His aim with his rifle is said to be parallel to the best sharpshooters Runeterra has ever been unfortunate enough to know.
Some describe his skills with a gun as akin to the infamous Khada Jhin, and even so far as to postulate that he may be related to the criminal psychopath that plagued the southern mountains of Ionia. The shadow operative, though an employee of Piltover, has never come across as a native to Piltover nor Zaun. The sparse moments he stands in the eyes of the public over his quarry have never been described as the characteristics of a member of the symbiotic societies.
Qizal’s ability to apprehend his target’s is mostly attributed to the hextech devices he carries. The grappling hooks he deploys are ruthlessly used more on living flesh than on stone and metal, and his use of shock bolts is anything but humane. Without these, many presume, Qizal would only bring in his enemies in body bags.
The sick design of his rifle instills fear into many as its bullets pierce through sheer metal walls, and the mini grenade launcher attached under its barrel keeps even large groups from taking him on. The sound of his gun fire like screams of the spirits in the Shadow Isles truly earns him the nickname “The Iron City Ghost”, and his legend is formidable.
Within the little amount of stories there are of Qizal, one stands out the most in people’s minds. One of the first stories of the ghost to reach the people’s ears was one that began it all. This tale speaks about him through knowing of the other characters it involves.
During an especially bloody stretch of time in the lower areas of Zaun there were several characters that collided with many corpses in the wake of their face off. Two of whom had left an extra bloody warzone that brought forth Qizal in his first spotlight of the public eye.
The hulking purple mass of Dr. Mundo had long since attracted the attention of many high players. His reign of “medical” terror brought many foes before him. Most of which had simply fallen victim to his “operations”, but one that put up the biggest fight was not a man at all. The day Warwick collided with Dr. Mundo was a feat that residents still bewilder at to this day.
Many recall it beginning as Dr. Mundo was “recruiting” for new “patients” in a more hidden away sector of Zaun’s lowest zone. As he strolled through searching for his next victim he had found him in the beast the stood in his way. Warwick was described as “extra frenzied” before the stench of him.
The beast was said to launch himself at the purple mass from more than 50 meters away, and slammed into his bright flesh with all of his claws and teeth at the same time. This had appeared to merely tickle the doctor, as he bellowed a laugh that struck onlookers to their cores. Warwick had then torn into his broad shoulders, and ripped his muscles to shreds.
Before the beast could even back off, Dr. Mundo had made his counter attack. Mundo swung his meat cleaver into Warwick’s side, and hurled him 10 meters away as his arms regenerated from the deep gashes the wolf had inflicted. The beast howled in anger, and retaliated by taking a chunk out of Mundo’s side before he could cleave him again.
This fashion of combat continued between the two for what some claim to have been an hour. The two hacked into each other, but recovering from what the other could deal. They smashed through whole buildings, and took many lives out that were caught in the crossfire. Finally, one came out ahead of the other, and it was the purple monstrosity that stood on top. He then began to drag the wolf by his tail further away from prying eyes.
Before he could make it too far, Dr. Mundo’s face was met with two grenades. While this phased the lumbering oaf, Qizal had pulled away Warwick’s body with his grappling hooks. The Iron City Ghost then peppered Dr. Mundo’s body with bullets, and turned his torso into cheese. This was met with giggles as Dr. Mundo hurled his cleaver at Qizal.
While Qizal was knocked from his feet he fell back onto the recovering body of Warwick. The two together then took on the behemoth from both sides. Though they now had the upper hand, the two could still do little more than to drive Dr. Mundo off. The badly beaten purple giant had made an escape through several more buildings, and Qizal and Warwick went their separate ways.
As Qizal chased after Dr. Mundo his name became known throughout the undercity. The peacekeeper was only beginning his take down of the criminal underworld hidden in Zaun’s toxic fumes.
