A ranked game mode that completly depends on luck? Already exists.
It's called Summoner's Rift's solo queue
I take ARAM a bit too seriously. I even won 10 games in a row and got to play with a member of riot, because my MMR was really high. Sure, there is luck involved with ARAM. But, the important skill it teaches you is to take what you have and make the best of it. Good luck in the fields of justice!
