will anything ever be done for players who play poorly?

I understand if they are not inting, then they must be having a bad game but, It really just annoys me when I am trying to climb. I DO reach out and say hey, please play safe/care and I also say things like hey, focus on farm, stay under turret. However the player that I am reaching out to for giving guidance in the chat usually ignores what I say to them and ends up feeding something like 0/8 or something. I understand they didnt inted to be that way but it gets annoying when my enemy laner is also giving me a hard time but I try not to feed so I end up 1/2 myself.

My MAIN POINT is I think everyone has the potential to avoid doing poorly if they just try and listen to advice teammates give. It will make the game turnable instead of ff at 15. So a punishment or some form of warning should be given out to those specific players
