Make all champs available in practice tool

So to play effectively you need to know your opponent's cooldowns and damage rates and just get a feel for how they work so i was thinking it would be beneficial if the practice tool allowed people to pick any champion and not just owned or rotation champs.

Another benefit is trying champions before buying them, people may hesitate to buy champs because they don't know if it is something that's their type so by getting a feel for it in practice tool they can figure out if they want to buy, maybe even spend actual cash on it because they want it right now.

Perhaps it will make league players play better, especially at lower elo. Helps new people catch up faster too. Being new means you don't understand how opponents work so you play badly against them. It can take a year before you are familiar with all the champs if you only play rotation or play againsts them

We get to test all champs either way when they are on rotation so just save us the wait period and maybe increase sales along with it.
