Flash to 3?
What if Flash was reworked into 3 different spells?
Let's face it, Flash is mandatory despite its short range and long cooldown because of its sheer versatility.
So, what if we tried to put it more in line with the other spells by splitting its uses?
For example: Spell 1: upon casting, your champion becomes immune to cc and damage for a few seconds but is silenced and disarmed (=cannot attack nor cast spells). After the invulnerability ends, he is still silenced and disarmed for another short while. (Effects like Malzahar's dot or Fiddlestick's ult could be suspended: meaning that they deal no damage to anyone during the invulnerability, but their duration is extended so that the total damage time does not change) (This should cover the defensive use of Flash)
Spell 2: the mark/dash spell from ARAM, but rebalanced for Summoner's Rift (and maybe without the untargettability). (This should cover the aggressive use of Flash)
Spell 3: Talon's wall-hop, but with an actual cooldown. (This should cover the use of Flash for mobility)
