Reawakening the Spartan's rework

The above post was made about 8 months ago and has some great ideas for a panth rework. But had fallen asleep because no one thought it was necessary.I think this concept needs to be revitalized and at least tested. I play a lot of panth, in the current meta he's pretty adept at taking down certain top laners that are otherwise very annoying mid-late game. It's his niche. Jung panth also adds a refreshing twist to the meta with an increased focus on ganking that arguable any other champ. His problem is that.... That's all he does. Panth either ruins his top or gank the hell out of every lane early game. Then he could ult into team fights but not really do anything. Unless he is built like an assassin (ghost blade, cleaver death dances is fun) and not a tank, he is useless. This should definitely be at least looked at if not reworked. Like the assassin rework coming soon, he should be able to fit into a niche. It's the dam Spartan, Riot literally has all the freedom to do anything badass they want on him.
