+ 825 Gold = 3500 Gold +60 Ability Power +550 Mana +20% Cool Down Reduction UNIQUE Passive- Overclock: An ability's cool down is reduced by 20% if the user waits for 30% of the ability's cool down after it comes off cool down. UNIQUE Active: Become under the effects of Stasis for the next 2.5 seconds (90 second cool down)
This item was made to give the Mage an extra option if they want Zhonya's active effect, but don't need the armor. This also makes building CDR on Mages less restricting. This item's Passive may be a little bit hard to read at first, but is actually pretty simple. For example: Situation 1-
- Champion A uses an ability with a 10 second cool down while he has Piltover Hourglass
- The ability is lowered to 8 seconds due to the 20% CDR
- Champion A lets his ability cool down over 8 seconds and then immediately uses the ability once it's off cool down
- The ability is put back on a 8 second cool down Situation 2-
- Champion A uses the same ability with a 10 second cool down while has Piltover Hourglass
- CDR of 20% applies to reduce to 8 seconds
- Champion A lets his ability cool down over 8 seconds and then waits an additional 3 seconds (30% of 10 seconds) before using the ability
- The ability is put on a 6 second cool down due to the additional 20% reduction In a sustained combat situation, this effect has limited use However, for Mages looking for a lot of quick confrontations with two rotations or so, this effect essentially gives the Mage 25% additional cool down reduction that can bypass the CDR limit. Suddenly, you realize the insane value of this item and why it has such low stats provided right? That Veigar that has 45% CDR now has 65% CDR for just his first rotation of abilities. This gives Mages that make a huge impact in a burst be able to use those abilities again even quicker AS LONG AS they wait the extra 30% of their abilities cool downs beforehand (130% of the ability's cool down).
