New item "Hextech Protobelt-01" concern (mage dash item)

as the title stated. the up coming new item for the mages, sure they looks and sounds cool, and it was aiming to help some out the not very mobile champions. However, will this item be abused for those already mobile champions? I can name few from my head. Malphite: either use it for extra damage or use it to get into position to use his ulti Annie: already know of her flash ulti nuke, now she will have 2 way of doing that Le Blanc: no need to say about her Nidalee: jungle will be her dormant . . .

my concern is, will this item moving the game towards balance? like what is the cost for this item? from my understanding, this item should be fairly expensive to build, thus making player need to think whether they should rush it for early build or not. Bus, if it is very cheap to build, I can only imagine chaos.

Leblanc might be a problem since the item does AoE damage, which would help Leblanc finish targets off, but for the rest it shouldn't be an issue. The item gives such a short dash that it's not really for repositioning. It just gives a small boost. I'd say it's best on immobile mages with low range. So Ryze, Annie, Swain, new Cassiopeia, Ziggs, etc. It's also powerful on highly mobile champions such as Ahri, Leblanc, and Nidalee due to the fact that no-one can dodge it or escape. But it shouldn't be that big of an issue. The one issue I'd take with it is the damage range, as it's higher than the dash range.
